Virginia During the Civil War The Confederate States of America (CSA) was founded in February 1861. The actual Civil War began on April 12, 1861. Just five days later,  Virginia became the eighth state to secede from the Union.   The decision to secede was anything but unanimous and resulted in the formation of West Virginia on November 26, 1861. This new border state did not secede from the Union.  West Virginia is the sole state that was formed by seceding from a Confederate state. Article IV, Section 3 of the U.S. Constitution provides that a new state cannot be formed within a state without that state’s consent. However, with Virginias secession this was not enforced. Virginia had the largest population in the South and its  storied history played an enormous role in the founding of the U.S. It was the  birthplace and home of Presidents George Washington and Thomas Jefferson.  In May 1861, Richmond, Virginia became the capital city of the CSA because it had the natural resources that Confederate government so badly needed to effectively wage a war against the Union.  Although the city of Richmond is situated only a mere 100 miles from the U.S. capital in Washington, D.C., it  was a large industrial city. Richmond was also the home to Tredegar Iron Works, one of the largest foundries in U.S. prior to the onset of the Civil War.  During the war, Tredegar produced over 1000 canons for the Confederacy as well as armor plating for warships.  In addition to this, Richmond’s industry produced a number of different war materials such as ammunition, guns and swords as well as supplied uniforms, tents and leather goods to the Confederat e Army. Battles in Virginia The majority of the battles in the Civil War’s Eastern Theater took place in Virginia, mainly due to the need to protect Richmond from being captured by Union forces. These battles include the Battle of Bull Run, which is also known as the First Manassas. This  was the first major battle of the Civil War fought on July 21, 1861 and also a major Confederate victory. On August 28, 1862, the Second Battle of Bull Run began. It lasted for three days with over a combined 100,000 soldiers on the battlefield.   This battle also ended with a Confederate victory. Hampton Roads, Virginia was also the site of the first naval battle between ironclad warships. The USS Monitor and the CSS Virginia fought to a draw in March 1862.  Other major land battles that occurred in Virginia include Shenandoah Valley, Fredericksburg, and Chancellorsville. On April 3, 1865, the Confederate forces and government evacuated their capital at Richmond and troops were ordered to burn all of the industrial warehouses and businesses that would be of any value to Union forces. Tredegar Irons Works was one of a few businesses that survived the burning of Richmond, because its  owner had it protected through the use of armed guards.  The advancing Union Army began to quickly extinguish the fires, saving most of the residential areas from destruction. The business district didn’t fare as well with some estimating at least twenty-five percent of the businesses suffering a total loss.  Unlike General Sherman’s destruction of the South during his March to the Sea,  it was the Confederates themselves who destroyed the city of Richmond. On April 9, 1865, the Battle of Appomattox Court House proved to be the last significant battle of the Civil Was as well as the final battle for General Robert E. Lee. He would officially surrender there to Union General Ulysses S. Grant on  April 12, 1865.   The war in Virginia was finally over.

My proposal to the class is the play A Delicate Balance by Edward Albee. It is a psychologically based drama dealing with the issues and complexities of upper-middle-class suburb dwellers. There are six characters, including two men and four women. All of the characters are in an adult age range. The plot of the play takes place in the living room of Agnes and Tobias, a middle-aged married couple as their life is disrupted by the coming and going of friends and family with many problems to face. The story opens with Agnes and her husband discussing madness and how easy it would be to go insane. Agnes suddenly finds the notion silly, remembering that she has her husband to take care of, so she cannot go mad. Agnes’ younger sister, Claire, lives with the couple permanently. She is an alcoholic. Drinking serves as a motif throughout the play, many of the characters holding drinks most of the time. In conversation, Claire predicts the ending of Agnes and Tobias’ troubled daughter, Julia’s fourth marriage. Soon Agnes announces that Julia will be coming home because her marriage, in fact, has ended. Tobias then tells the story of a cat he once had that he had to put down because it no longer liked him. Following this, Harry and Edna arrive. They are Tobias and Agnes’ best friends. They ask if they can stay in the house for a while to escape some unnamed fear. In act two, the scene begins with Agnes and Tobias discussing the fact that Harry and Edna will be occupying Julia’s old room. This upsets Julia, and she makes this known to Tobias. Tobias brings up all of Julia’s failed marriages. Julia’s brother, who died at a young age, is brought to light. Claire enters and nags Julia about her disordered life. If Legislation Fails Who is There to Follow?

Judge Richard C Wesley, who had worked in the Legislature of New York, and subsequently, in its High Court, gave a speech in the Albany Law School, where in he discussed the technique of appellate judging in Common Law Courts. The second such exposition was at a seminar on the use of legislative history in interpreting New York State and Federal Statue, at the same venue. The discussion dealt with law making and the history of the legislature of this state. In respect of Article III of the Constitution, he stated that Congress had limited the powers conferred by the constitution in respect of resolution of cases. With regard to judicial verdicts, he discussed the statutory interpretation in respect of several cases which had a bearing on the future of the State as well as the Courts. Further, he expressed his discontent in respect of the process of Judicial Review, which results in the failure of the Court in framing an opinion. In this context he cited the case of Majewski v Broadalbin – Perth Control School District. The issues discussed were whether the changes in the workers’ compensation law restricting third party tort-fea ·sor seeking contribution from an injured employee’s employer were prospective or retroactive. Though the statute did not provide a clear answer, the Bill’s sponsor in the assembly proclaimed that it was prospective, while the Governor announced at the Bill’s signing that there would be an appreciable reduction in the insurance premia being paid by employers. Based on this outcome, he opined that judges will have to decide what was intended by such legislation. In his opinion, Judicial Activism has been limited to querying the Congress to explain the meaning of the various statutes. In this connection, there are occasions where regulatory or legislative schemes come under scrutiny and come up short under Constitutional Analysis. Judges have to follow the Federal Sentencing Guidelines. The Supreme Court has heard two cases, U.S.V Baker and U.S.V Fanfan, which more or less signals the end of the sentencing schemes under the Constitution. According to him, the will of Congress does not trump the Constitution. This results in Congress forsaking the guidelines as a discretionary sentencing guide and leaving the task to even up the range of sentences to a law based arbitraryness review. In another case, Campaign for Fiscal Equity V New York, the Constitutionality and Federalism of the State were challenged. In 1995, the Court had ruled that the plaintiff’s complaint did plead a cause of action on State Constitutional Grounds. The Constitutional Standard for that Mandate was that the State must provide a sound basic education to all New York Children. The outcome of this case was that the School funding is based on political expediency and not on educational necessity. According to him the Court had transposed the Constitutional Provision from a general commitment to public education into substantive policy – laden guarantee of educational proficiency that would ultimately drag the Courts into a resource allocation fight with the Legislature. Absence of a Legislative Response to a Judicial Decree, declaring the Constitutional shortcomings of a state education system, the Courts have to manage the State’s Education Funding System; this is a job, which the majority of the fiscal equity noted that the Court had neither the authority, the ability nor the will to do. Beware of scams and unofficial websites: the official secure France-Visas portal is: https://france-visas.gouv.fr/en_US/web/us/ The official list of U.S. VFS Global Centre locations- a third party service provider where you will have to go to submit your visa application- is: https://france-visas.gouv.fr/en_US/web/us/a-qui-sadresser Do You Need a Long-Stay Visa?   In general, an American holding an ordinary passport who wishes to stay in France for a period between 90 days to a year will need a Visa de Long Sà ©jour acquired in advance. Exceptions include if you (or, if you are a minor, your parent) already hold a French residence permit or are a citizen of a European Union Member State. All visa requests must be entered online at the secure France Visas website- since you will be inputting personal information, be absolutely sure you are at the right website. The French government has created a Visa wizard so that if you have any doubts about whether you need one or not, use that.   Will You Also Need a Residence Permit? There are two types of long term visas: the visa de long sejour (VLS) and the visa de long sà ©jour valant titre de sà ©jour (VLS-TS). The VLS requires that you submit a request for a carte de sà ©jour (residence permit) within two months of your arrival in France; the VLS-TS is a combined visa and residence permit, which you must validate within three months of your arrival. They are both long term visas but they have administrative differences which are assigned to you by the French consulate. Either way, if you wish to stay beyond the one year limit, you must apply for a residence permit at your local prefecture in France. Categories of Long Stay Visas (VLS) There are four categories of long-stay visas, based on your purpose for going. The categories determine what supporting documentation you will require in advance, at the border, and in France, and any restrictions youll need to adhere to- such as whether you can work for pay while you are in the country.   The categories of purposes of a long-term stay are:   Tourism / private stay / hospital care: all of these purposes restrict you from working for pay.  Professional purpose: If you will be in France to work, you will need a professional visa regardless of whether you are an employee of a company, or self-employed. Youll have to describe the type of business you will conduct and, if you are in a profession that requires credentials such as doctors and teachers, you will need to prove that you meet French criteria to conduct that work.  Studies training: This category includes if you will be taking an advanced degree; if you want to learn French while working as a family assistant or an au pair; or if you want your minor child to study in a French school. You or your child may need to be officially enrolled before you go.  Family purpose: Youll need to provide the address, names, and nationality of your relatives in France, what your relationship to them is, and the reason for your stay.   Starting the Visa Process Once you have determined that you do need a visa, you can prepare your application online at the France-Visas portal, regardless of where you live in the United States. The online application form and you will be guided through the whole process by on-screen explanations. In order to save your form and print it out, youll have to create a personal account that includes your email address. Once you have finished, you will receive the list of required supporting documents required to the type of visa you have requested, and have the opportunity to book your appointment. All visas for France are ultimately reviewed by the French counsel in Washington DC, but first, youll have to appear in person at the VFS Global Centre for your region to get it submitted to DC. There are ten Global Centres in the United States- youll need to request an appointment through the France-Visas portal.   Submission Requirements   The specific documents you need will depend on your specific circumstances, but you will need a current passport, two recent identification photos in the  specific International Civil Aviation Organization (ISO/IECI) format, and whatever other documents (originals and a copy) are required because of your situation.   As of June 1, 2019, the legal requirements to successfully submit a visa are:   Your passport must be clean and in good condition, issued no more than 10 years ago, valid three months beyond your intended departure date from the Schengen Area, and with at least two blank pagesThe purpose and conditions of your stayDocuments and visas (if any) required by international conventions, which will depend on the circumstances of your visitProof of accommodation: either a hotel reservation or a form filled out by your hostEvidence of your financial ability to live in France: you must have proof that you can spend â‚ ¬65–120â‚ ¬ per day depending on where you will be housed and no less than â‚ ¬32.50 per day if youre staying with familyApproved insurance for medical and hospital expensesGuarantees of repatriationDocuments (if required) for the exercise of a professional activity2 recent photographs according to strict ISO/IECI specificsYour return ticket or the financial means to acquire one at the end of your stayNon-refundable application fee which is t ypically â‚ ¬99 ISO IEC restrictions on photographs which are acceptable for identification are quite specific. The photos must have been taken within the last six months, they must be about 1.5 inches (35-40 mm) in width. The image must be a closeup of your head and top of your shoulders, not too dark or light, your face must take up 70–80% of the photograph. It must be in sharp focus without shadows, you must be standing in front of a plain background, and the picture must not include another person. Dont wear heavy framed glasses, dont wear a hat- if you wear religious headgear your face must be clearly visible. Look at the camera and you can smile, but your mouth must be closed.  You will need several copies during the process. Submitting Your Application After you have filled out your form, you will be given an opportunity to set up an appointment at the VFS Global Centre for your regionbut you can also do it later. Request your appointment through the France-Visas portal.  Bring all of your original documents to the appointment, as well as at least one photocopy of each. The service provider at VFS will receive you, review your application, collect the visa fee, and capture your biometric data (a photo scanned or taken during your appointment, and ten individually-taken fingerprints). She or he will retain your passport and the copies of all your supporting documents in order to forward them to the consulate. You can track the progress of your application online at the France-Visas site; you will be notified when your documents are ready at the VFS Global Centre you applied at. On Arrival To enter France, you will need to offer the following documentation (at least) to the Border police: valid passport and visaproof of accommodationproof of sufficient financial meansyour return ticket or financial means to acquire oneany document providing details on your profession Unless you obtained a VLS-TS, the visa de long sà ©jour does not give you permission to live in France- it gives you permission to apply for the carte de sà ©jour. If your visa has the words carte de sà ©jour solliciter,† you do need to get a residence permit. Start that process within two months of your arrival, at the prefecture of your place of residence within two months of your arrival. If you live in Paris, you must report your presence to police headquartersif you live in another department, you must report to the prefecture or subprefecture of your department   Validate Your Residence Permit (VLS-TS) If you received a VLS-TS visa, you wont need a carte de sà ©jour, but you must validate it within three months of your arrival. While the process is completely online, you will need to provide the information on your long term stay visa, the date you arrived in France, your residential address in France, and your credit card to pay the required issuance fee or electronic stamp.

Gambrill agrees with this statement because counselors have to use critical thinking in order to make better decisions. I find that many teens are addicted to one or more of the following: drugs, alcohol or porn. Many teens see porn as something that is unique and interesting, and because it has to do with sex, they think that it something they are getting away with. However, this can lead teens into thinking that sex is more about hurting someone than about love. Many teens see their parents drinking, smoking or using drugs, which often makes them curious. They want to know what their parents are doing and why they are behaving in different ways. Sometimes, teens are trying drugs, alcohol or smoking because their friends are doing it and they do not want to be left behind. Currently, there are 22.6 million teens who are dealing with some form of addiction and about 35 million families who have children who are at risk for some form of addiction (Christian Broadcasting Network, 2008). This lets us know that teenagers are in trouble and that something must be done to help them.
